Just use a pair of tweezers and pull the hairs out.

I used to scrape the skin right off them with my fingernail. Hurts a little but would heal pretty fast. Once the hair is exposed no need to pluck it.

Just make sure it is an ingrown hair. A pest control tech once thought he had an ingrown hair and opened it. Come to find out, it was a brown recluse bite. Once opened it spread very quickly and started killing the tissue all around his knee. Very painful. If it is indeed an ingrown hair, I would open it, remove the hair with tweezers and a disinfected sewing needle, then put perozide or alcohol on it. Keep it clean and if needed use neosporin or something with an antibiotic type treatment on it.
