Some people have more of an issue with them than others as there hair is curly!
Some say it is caused by the way the hair grows and I agree with that, however I have seen a lot of ingrown hair in places that were never shaved! In women it is usually around the pubic area where they shave and it curls and grows under the skin! This is partly due to the fact it is curly hair! The hair can be removed and there are a lot of things on the market that say they prevent it! I would be careful about spending money on those! About the same as herbal Viagra!
Sometimes if you take some tweezers you can pull them out from under the skin and they wont grow back in until you shave again!

make sure you are clean there always, exfoliate but not just before or just after shaving, get a good razor, and make sure you moisturize.
