Try silver nitrate. There are white sticks that are packaged like lip balm that can be picked up at a pharmacy or grocery store.

He could try vinegar, peroxide, or even witch hazel. Try that and see what happens. I put that on right after I shave my legs, no bumps!

Exfoliate!!



Get some sugar or salt, mix with some oil (cooking oil will do, you don't need expensive stuff) and rub into the skin. It will remove the dead skin and allow the hair to break through the new skin. Wash off afterwards with a cream cleanser (NOT soap). I find Nivea to be a good brand.



Also excellent for legs, bikini, armpits and anywhere else that gets shaved ;)
